I received an Email recently that stated that this ban would apply to Amateur Radio as well as texting. The reach is so broad that even if I was to meet hands free, it would be illegal since it is not a Cell phone. So I read it (HOUSE DOCKET, NO. 94466).
What is worse, I use APRS (an automated messaging system that communicates status and position), and would be in violation of this law even though it is COMPLETELY automated. (section 13B “use”…”send electronic message”). I do not need to look at or handle anything for these messages to be send, yet they would become a fine. At worst I would need to use a hand mike to talk, same as police and fire, and sometimes for public service and that would be illegal.
Amateur Radio operators provide public services (Comms for the Marathon) and emergency support, (New Orleans, 911…). Don’t fine them with an overly broad bill. This is not an anti-texting bill anymore.

Thanks for your comment. As you know, this bill passed the House last week, and is being considered in the Senate. I will check with the Senate Transportation Committee Chair, Senator Baddour, about this concern, and will work to address your concern in the Senate’s version of the anti-texting bill.
