Trends in The Last 10 Years:  Mary Beth Morris of Tighe & Bond will provide an overview of the statewide water rate survey conducted by her firm and describe some of the trends related to rates over the past decade.  She will present 2010 data regarding average annual homeowner costs, rate structures, and billing cycles.    
   2. Rate setting approaches:  Chris Woodcock, from Woodcock and Associates in Northborough will discuss how municipal utilities can use rates and rate setting to meet financing objectives
