Legislation authorizes Southborough to issue an additional off-premises liquor license to Costco.
SOUTHBOROUGH - State Representative Kate Donaghue (D-Southborough) and State Senator Jamie Eldridge (D-Marlborough) are pleased to announce that Governor Healey signed H5546 “An Act authorizing the town of Southborough to grant an additional license for the sale of all alcoholic beverages not to be drunk on the premises” into law on October 1, 2026.
The law authorizes the Town of Southborough to issue one additional license for the sale of alcoholic beverages for off-premises consumption to Costco Atlantic Liquors, Inc. The planned Costco location will expand local access to groceries, goods, and other services while supporting Southborough’s economic-development goals.
“We heard from the people of Southborough that Costco is important to the Town and is expected to be the first of several new businesses along the Route 9 business corridor,” said Representative Kate Donaghue. “Ever since the Town Meeting vote, I have been hearing from people who are thrilled that Costco will be coming to the area.”
“I am pleased to pass this legislation at the request of the Town of Southborough,” said Senator Jamie Eldridge (D-Marlborough). “It reflects the town’s consideration of long-term planning priorities while responding to the needs of residents and local businesses. In addition, the planned construction of Costco in Southborough will broaden the town’s commercial property tax base, reducing the pressure on homeowners, landlords and renters, and bring more consumers into Southborough, to spend at many Southborough small businesses, too.”
Costco’s planned arrival in Southborough represents a new addition to the town’s commercial landscape, expanding local retail options and contributing to ongoing economic development along the Route 9 corridor.
